Qualification Certification, Talent Development, International Exchanges... The construction of Hainan Free Trade Port's financial ecosystem has gained key drivers! Hainan Financial Promotion Association (HNFPA) and GAFM have signed a strategic cooperation agreement, with five key focus areas advancing in parallel to help build a new highland for international financial openness!

      海南省金融发展促进会与GAFM正式签署战略合作协议，双方锚定五大核心合作方向，以高端人才培育、国际交流共建、标准体系搭建等多重举措，全方位赋能海南自贸港金融生态高质量建设，为区域金融产业开放创新注入强劲动力。

      此次合作恰逢金融行业资质规范化发展的关键节点。随着各大平台对金融从业者资质要求日趋严苛，职业资质认证的含金量与必要性愈发凸显，而双方的深度联动，正为海南金融人才发展与行业升级提供全新解决方案。

      第一，聚焦高端金融人才联合培育，打造自贸港人才高地。 合作将引入GAFM®旗下特许财富管理师（CWM）、金融合规师（FCO）、ESG投资分析师等全球权威资格认证，结合自贸港跨境金融、绿色金融、数字金融特色定制本土化培训课程。同时推动相关认证纳入自贸港高层次金融人才目录，争取专项扶持政策，搭建“培训-认证-实践”一体化平台，推荐全球持证精英提供实践指导，由海南省金融发展促进会承接海南地区认证培训与考务工作，构建人才培育闭环。现凡持有CWM、FOC、AFA、CHFRM等优先录入海南省金融发展专家人才智库。

      第二，共建国际金融交流活动平台，链接全球金融智慧。 双方将联合举办全球性高端金融论坛、峰会，邀请全球金融专家与本土从业者、学者对话交流；常态化开展专题沙龙、研讨会，深度解读国际政策、分享前沿行业经验；定期组织海南金融从业者赴国际金融中心交流考察，同步邀请全球专家赴琼调研献策，促进国际先进经验与本土实践深度融合。

      第三，深化金融课题研究与标准共建，筑牢行业发展基石。 围绕自贸港金融开放创新、风险防控、人才评价体系等重点方向开展课题研究，推动国际先进金融合规、风险管理标准本土化适配，助力自贸港建立与国际接轨的行业标准体系；编制发布《海南自贸港国际化金融人才发展报告》，为行业发展提供权威理论支撑与决策参考。

      第四，推动专业平台深度共创，激活创新转化引擎。 GAFM®作为共建单位，依托已落地的数字金融、离岸金融实验室，开放全球专家资源、技术经验与实践案例，助力创新研究与成果转化；同时携手共建三亚现代金融研修院，输出国际顶尖师资与培训资源，联合开发高端课程，打造自贸港国际化金融人才培育核心载体。

      第五，强化办公室运营保障，确保合作高效落地。 海南省金融发展促进会承担海南办公室相关运营管理工作，负责合作事项落地推进、本地资源对接、国际资源联动衔接等事务，以专业高效的统筹协调，保障各项合作有序开展。

      此次战略合作的落地，不仅将填补海南自贸港高端金融人才资质认证的部分空白，更将推动区域金融行业朝着更专业、更规范、更国际化的方向迈进。未来，双方将以此次合作为契机，持续释放合作动能，为打造具有全球影响力的海南自贸港金融开放新高地贡献力量。

Hainan Financial Promotion Association (HNFPA) and GAFM have officially signed a strategic cooperation agreement. The two parties will anchor five core cooperation directions and adopt multiple measures such as high-end talent cultivation, joint international exchanges, and establishment of standard systems to comprehensively empower the high-quality construction of the financial ecosystem in Hainan Free Trade Port (FTP) and inject strong impetus into the opening-up and innovation of the regional financial industry.

This cooperation comes at a crucial juncture for the standardized development of qualifications in the financial industry. As major platforms impose increasingly stringent requirements on the qualifications of financial practitioners, the gold content and necessity of professional qualification certification have become more prominent. The in-depth linkage between the two parties is providing a new solution for the development of financial talents and industrial upgrading in Hainan.

I. Focus on Joint Cultivation of High-End Financial Talents to Build a Talent Highland in the Free Trade Port

The cooperation will introduce globally authoritative qualification certifications under GAFM®, including Chartered Wealth Manager (CWM), Financial Compliance Officer (FCO), and ESG Investment Analyst. Combined with the characteristics of cross-border finance, green finance, and digital finance in the free trade port, localized training courses will be customized. At the same time, efforts will be made to include relevant certifications in the catalog of high-level financial talents in the free trade port, strive for special support policies, and build an integrated "training-certification-practice" platform. Global certified elites will be invited to provide practical guidance, and HNFPA will undertake certification training and examination affairs in Hainan to form a closed-loop talent cultivation system. Currently, those holding certifications such as CWM, FCO, AFA, and CHFRM will be given priority in being included in Hainan's financial industry expert talent think tank.

II. Jointly Build a Platform for International Financial Exchange Activities to Link Global Financial Wisdom

The two parties will co-host high-end global financial forums and summits, inviting global financial experts to conduct dialogues and exchanges with local practitioners and scholars; regularly carry out thematic salons and seminars to in-depth interpret international policies and share cutting-edge industry experience; organize Hainan financial practitioners to conduct exchanges and inspections in international financial centers on a regular basis, and simultaneously invite global experts to conduct research and put forward suggestions in Hainan, so as to promote the in-depth integration of advanced international experience with local practices.

III. Deepen Financial Research and Joint Standard Setting to Consolidate the Foundation for Industrial Development

Research will be carried out focusing on key areas such as financial opening-up and innovation, risk prevention and control, and talent evaluation systems in the free trade port. Efforts will be made to promote the localized adaptation of advanced international financial compliance and risk management standards, helping the free trade port establish an industry standard system aligned with international practices; compile and release the "Hainan Free Trade Port International Financial Talent Development Report" to provide authoritative theoretical support and decision-making reference for industrial development.

IV. Promote In-Depth Co-Creation of Professional Platforms to Activate the Engine of Innovation Transformation

As a co-construction unit, GAFM® will rely on the established digital finance and offshore finance laboratories to open up global expert resources, technical experience and practical cases to support innovative research and achievement transformation; at the same time, work together to build the Sanya Modern Financial Research Institute, export international top-tier faculty and training resources, jointly develop high-end courses, and create a core carrier for the cultivation of international financial talents in the free trade port.

V. Strengthen Office Operation Guarantee to Ensure Efficient Implementation of Cooperation

HNFPA will be responsible for the operation and management of the Hainan Office, undertaking matters such as the promotion of cooperation projects, connection of local resources, and linkage of international resources. Through professional and efficient overall coordination, it will ensure the orderly development of various cooperation initiatives.

The implementation of this strategic cooperation will not only fill some gaps in the qualification certification of high-end financial talents in Hainan FTP, but also promote the regional financial industry to move towards a more professional, standardized and international direction.
